Notice is hereby given that the thirteenth executive council meeting of Hong Kong Society of Critical Care Medicine (HKSCCM) will be held at conference room of D6 (ICU) of QEH on 23 March 2010 at 1730 for the following purposes:
 
1.          To confirm minutes of the twelfth council meeting held on 19th January 2010;
2.          To report progress of the following matter arising
n          Calling of EGM and preparation                (WW Yan/ Alfred Chan/ KI Law);
n          Progress of members admission and renewal (Alfred Chan and PK Chan)
n          Report of HKSCCM website                                                                     (CW Lau);
n          Report of CCM Foundation                                                                                   (WW Yan);
n          Drafting of position statement on DVT prophylaxis and HOT (WW Yan);
n          Official affiliation with APACCM & CC&Shock (Philip Lam/ PK Chan);
n          Joining World Federation of Societies of Intensive and Critical Care Medicine and its Global Sepsis Alliance                                              (PK Chan);
3.            To receive annual report of HKSCCM 2009                                         (Alfred Chan);

II.                       To report progress of matter arising
1.          After discussion with legal advisor Mr. Lester Huang, EGM will not be called as scheduled during CCM grand-round in March 2010. HKSCCM will firstly seek IRD approval of status of charitable body by submitting the revised M&A. Secretary then will call EGM to endorse the revised M&A. An annual plan of 2010 had been drafted by secretary for the above purpose, and it will circulate in council via email for comments.

2.          Enrollment of HKSCCM members
n          Chairman reports that HKSCCM has 81 active members, including 67 ordinary member and 14 associate/ nursing members. PYNEH has the highest number (12)
n          The name of immediate past chairman will be ceased to be appear in official HKSCCM documents

3.          HKSCCM website
 
n          Editor-in-Chief reported that the cumulative content hit rate of HKSCCM web site (www.hksccm.org) had reached >200,000 since its opening. On 20 January 2009
n          Secretary would like to remind council members and editors to take group photo in next CCM grand-round.

4.          Critical Care Medicine Foundation (CCMF)
n          First donation had already been received from Gambro
n          Council decides to input HKD 200,000 to the CCMF in order to initiate the operation
n          The targeted recipients, the policy of grant allocation and the scope of sponsored activities of CCMF will be outlined by formal document. Council delegates Dr Tang Kam Shing to prepare the draft for consideration.

5.          Drafting of HKSCCM position statements
n          The DVT position statement will be ready soon
n          Drafting work of position statement on hyperbaric oxygen will be finished within 1-2 months

6.          Official affiliation to APACCM
n          Treasurer reports failure to pay subscription because of inaccuracy of bank code/ account number provided. (Post-meeting notes: remittance succeeds on 23rd March)
7.            Joining World Federation of Societies of Intensive & Critical Care Medicine (WFICCM)
n            Treasurer had updated the latest chairmanship and correspondence on the website
n            Since WFICCM did not outline exact activities and programme of the campaign Global Sepsis Alliance (GSA), council decides not joining the campaign

III.                    To receive annual report of 2009
n           Chairman briefed the annual report to the council, and the report is adopted with no amendment
n           The report will be accessible to all members at HKSCCM website
 
 
IV.                   Collaboration with Accident & Emergency Training Centre in organizing training courses
n            Dr Chan King Chung had received invitation from AED training centre Dr Wong Yau Tak for about collaboration with HKSCCM to organize training courses for clinicians. Possible courses include FCCS; ACLS or even new courses designed by HKSCCM
n            Owing to the fact that the expenses being charged will be rather significant to run any training course and the limitation imposed will be harsh, the invitation was declined formally by council

V.                        To report matters arising from collaboration with pharmaceutical companies
n            To be discussed in agenda no. VIII
 
VI.                     To appoint new Honorary legal advisor and Honorary auditor
n    Mr. Lester Huang and Anthony Wong is nominated as Honorary legal advisor and Honorary auditor respectively with effect from 1st April 2010
 
VII.                   To update Executive Council & Editorial Board membership
n            All council members are active HKSCCM members
n            Editor-in-chief reported that some editors cease to be active HKSCCM members, and hence they will automatically lose their editor state. Vacancy will be filled up by nomination from individual units
n            Dr KK Wong, COS (Med), NDH will be invited by the Secretary to be the honorary advisor of editorial board

VIII.                To formalize procedures for functions
 
  1. Co-organize seminars with pharmaceutical company
n          Request from company should reach Chairman as soon as the speaker/ topic is fixed
n          Chairman will then delegate one of the members of executive council to communicate with the company and to overlook the whole event
n          Special requirement from speakers/ companies should be identified and tackled as early as possible. Formal documents will be prepared by secretary
n          Once the date is finalized, any venue booking must be arranged with Eddie Chung of QEH ICU or Dr Osburga Chan if QEH is the preferred venue
n          The council should be alerted immediately if the company had raised any unfair demand from HKSCCM no matter how eager or generous the donation will be
 
  1. HKSCCM member overseas sponsorship
n            Mutual understanding has to be established between the member and company which will fund the sponsorship
n            Company which wish to fund any sponsorship, must then approach secretary for formal processing
n            Secretary should announce the calling for application of sponsorship in HKSCCM website +/- bulk email notification to all members
n            Application will be reviewed by sponsorship subcommittee for eligibility, and selection will be based on a pre-set scoring system. Handling fee should be paid by applicant in order to make application eligible
n            Confirmation letter will be issued by secretary, and no monetary transaction should exist between HKSCCM and the company which funds the sponsorship
n            Dr Tang Kam Shing is delegated to write up the executive summary of the procedure and to design a flow chart for easier reference

  1. Inter-hospital CCM grand-rounds
n            Different sources of notification exist at current setting, including QEH/ HKSCCM secretary etc.
n            HKSCCM members, medical and nursing staff in all ICUs in Hong Kong will be notified by secretary only in future. Eddie Chung, PS of ICU of QEH, will forward the contact list to secretary for future use.
n            Remarks of “All are welcome” will be added in the poster of future meeting
n            If possible, ICUs of private hospital can be informed to attend the meeting as well

IX.                     HKSCCM annual scientific meeting
n            It is resolved that HKSCCM will host annual scientific meeting at November or December 2010. Preliminary format will be half-day programme at weekend, with contribution from different ICUs in Hong Kong
n            Preferred venue will be HA building for its ease of transport and quality of facility
n            Council members are asked to consider joining organizing committee with Dr WL Wan and Dr P Lam
