(1) Constitution of HKSCCM

2012 Annual General Meeting (AGM) was held on 2nd December 2012, in which the election of the board of executive committee (Council) and chairman took place. Dr. Chan Yan Fat Alfred was elected as the chairman.

The council consists of three office bearers [Chairman (Dr. Chan Yan Fat Alfred), Hon Treasurer (Dr. Chan Pik Kei Osburga), Hon Secretary (Dr. Chan King Chung Kenny)]. Other council members include immediate past chairman (Dr. Yan Wing Wa), Mr. Luk Hing Wah (HKACCN representative) and ten ICU representatives (Dr. Au Ka Fai, Dr. Choi Yuk Sang Gordon, Dr. Lam Sau Yee, Dr. Lee Kar Lung, Dr. Sinn Ting Ting, Dr. Tai Kian Bun, Dr. Tang Kam Shing, Dr. Tsai Nga Wing Polly, Dr. Wan Wing Lun, Dr. Wong Wai Tat).

Council governs 4 subcommittees, including Academic Subcommittee (convened by Hon Secretary); Publicity Subcommittee (convened by Hon treasurer); Critical Care Medicine Foundation Subcommittee (convened by immediate past chairman) and USG subcommittee (convened by Dr. Tang Kam Shing).

The term of membership lasts for two yearsand will expireon31st December 2014. The subscription rate remained unchanged: HKD 200 for ordinary member and HKD 100 for associate/ nursing member. HKSCCM now has 96members (82ordinary members and 14associate/ nursing members).

Mr. Lester Huang was re-appointed as the Hon Legal Adviser, while RSM Nelson Reeler was appointed as the auditor.

An EGM was called on 19th Feb 2014 to pass a special resolution to amend Article 1 of the Articles of Association of HKSCCM into “the fiscal and business year of the Association which shall commence on such day in the year as determined by the Executive Committee from time to time and terminate on the day preceding such day in the calendar year following”. In the 37th council meeting on 11th March 2014, it was resolved that the Fiscal Year be 31 March annually with retrospective effect and It was further resolved that the Fiscal Years of 31 March used in previous years be ratified and the previous audited financial statements with the Fiscal Years of 31 March be valid. The re-convened 2013 AGM on 11th March 2014 then cognition of the ratification made by the 37th council meeting.

 

 

(2)HKSCCM website and editorial board of newsletter

Dr.Shum Hoi Ping is appointed as the Editor-in-chief of HKSCCM website.

The website is being governed by website administratorDr.Chan King ChungKennyand the Editor-in-chief Dr.Shum Hoi Ping.A number of upgrades have been done in order to improve security to counter the ever-growing internet threat and to facilitate the running speed to serve the tremendous amount of information being accessed by visitors all over the world. It continues to gain popularitywhich is reflected by the cumulative content hit count reaching 8,000,000 since its opening on 20th January 2009.

I would like to thank the dedication of editorial board which had been governed byDr. Shum Hoi Ping, the Editor-in-Chief; and Dr. Chan Chin Pang Ian, the Associate Editor. Currently there are 17editors from 13 different hospitalsincluding Dr. Tai Kian Bun; Dr. WM Cheung; Dr. So Sheung On; Dr. Siu Kin Lok; Dr. C W Lau; Dr. Lam Sin Man Grace; Dr. Li Li Chang, Dr. Eunise Ho; Dr Tang Wai Ming; Dr. K C Sin; Dr. Simon Sin; Dr. Leung YY Natalie; Dr. Maria Sinn; Dr. Jacky Chan; Dr. Jasperine Ho; Dr. Alfred Chan; Dr. LIONG Ting

(3) Bimonthly inter-hospital grand-rounds

HKSCCM co-organized six inter-hospital grand-rounds with the Hong Kong Association of Critical Care Nurses (HKACCN) in 2012. Starting from Sept 2014, HKU-ShenZhen Hospital joined the roster of presentation. I would like to thank QEH for its kind hospitality to provide the venue of grand-roundsand the associated support.

The grand-rounds continue to be an accredited training program of both the Intensive Care Medicine (ICM) Board of Hong Kong College of Anesthesiologists (HKCA) and the Critical Care Medicine (CCM) Specialty Board of Hong Kong College of Physicians.

The inter-hospital grand-rounds are also accredited for Continuous Nursing Education (CNE).

(5)  Annual Scientific Symposium (ASM)

The 2013 ASM was held on 8thDecember 2013(Sunday) at Intercontinental Grand Stanford Hong Kongat Tsim Sha Tsui. Following overseas speakers were invited: Prof. Guan Xiang Donggavelecture on “Hemodynamic monitoring in critically ill patient”;Dr.Max Belltalkedon “New Clinical Developments in Citrate Anticoagulation for AKI” and Professor Yang Litalked on “Updates on Kidney Filtration Assessment”. Multiple concurrent sessions of seminars were held to meet the interest of delegates, covering topics including updates on Infectious disease; Toxicology; Advanced cardiovascular support and Critical Care Nursing. There was a sessiondedicated to free-paper presentation by doctors and nurses, which had attracted many participants. As in the previous years, the challenge of simulation exercise (SIMWar) has always led to hot competition. The best presentation award has been given to the colleagues being highest ranked by a panel. The 2013 ASM was a great success and it was attended by more than 130 local and overseas delegates coming from physicians, nurses and allied health professionals.

(7)  Collaboration with overseas professional society

HKSCCM is in official affiliation with Asian Pacific Association of Critical Care Medicine (APACCM), and Dr.HMLeeis the representative of our Society in the executive council.

HKSCCM is an active member of World Federation of Societies of Intensive & Critical Care Medicine (WFICCM). HKSCCM was one of the professional societies to participate the “Global Sepsis Alliance”.

HKSCCM delegates sevenmembers to join the international training unit (ITU) of the WINFOCUS organization, aiming to organize local training courses of Point-of-Care tool (POCT) such as USG/ echo for healthcare professionals.

HKSCCM supports local ICUs to participate the international ETHICUS II study which is organized by the ethics section of the European Society of Intensive Care Medicine (ESICM).

 

 

(8)  Critical Care Medicine Foundation (CCMF)

The CCMF subsidy policy was amended, and was adopted in 2013 AGM

CCMF executive board, the panel to govern the utilization of fund to subsidize HKSCCM members, consists of six members: Immediate past Chairman of council, Council Chairman; Hon Secretary; Hon Treasurer; and two active HKSCCM members which are to be nominated at the first council meeting.

CCMF subsidy approval committee is formed under the CCMF executive board, and consists of five members:  Immediate past Chairman of council, Council Chairman; Hon Secretary; Hon Treasurer; and one active HKSCCM members which are to be nominated at the first council meeting.

 For those academic activities being included in the pre-approved list of training courses and conferences, subsidy will be granted by the approval committee to an eligible applicant subject to availability of funding. The list is regularly reviewed, and currently it includes 25programs as outlined in HKSCCM website https://www.hksccm.org/2010-oct-9-lancet-comment-intensive-care-medicine-a-specialty-coming-to-life

For those applications related to activities not being included in the pre-approved list, CCMF executive board will need to evaluate on case-by-case basis.

 

 

(9)  Public educationand interaction

One of the objectives to establish HKSCCM is to advance knowledge in Critical Care Medicine in community of Hong Kong.

In August 2013, two representative of HKSCCM, namely Dr. Koo Chi Kwan and Dr. Anfernee Yim, were interviewed by the RTHK broadcast program精靈一點. The themes being discussed include concepts of brain death and clinical application of therapeutic hypothermia.

In September 2013, HKSCCM organized visit of media workers to department of intensive care of Pamela Youde Nethersole Eastern Hospital. There is briefing of the status of intensive care service in Hong Kong, and the review of performance in terms of patient outcome. In the visit, there was demonstration of cardio-pulmonary resuscitation and common ICU equipment. The visit was highlighted by interviewing the survivor of critical illness.

In October and November 2013, representatives of HKSCCM, namely Dr. Lau Chun Wing and Dr. Chan Yan Fat Alfred, were interviewed by TVB broadcast program周末主播室. The daily routine of ICU clinical service was introduced, and the technique and clinical application of ECMO was demonstrated to public.

 In reaction to the media report on two patients death at TMH ICU being related to the practice of ICU clinicians on end-of-life care, HKSCCM has release a press release in to emphasize the commonness of dying status of patients in ICU and the usual consideration and practice of withholding/ withdrawing life-sustaining treatment in these situations.

HKSCCM participates the launching of the website Health Education for Lay Public (HELP online) by inviting members to submit articles on topics related to critical care. Its book醫學解had been released to market since 2Q 2014.
