Highlights of the Eighteenth Council meeting on 18 Jan 2011

1. The following office bearers are elected: Chairman (Dr YAN Wing Wa); Secretary (Dr CHAN Yan Fat Alfred); Treasurer (Dr CHAN Pik Kei Osburga)
2. The Council appoints Dr LAU Chun Wing Arthur as the Editor-in-Chief, and Dr CHAN King Chung Kenny as the webmaster of HKSCCM website

3. Special resolution for HKSCCM M&A amendment had been unanimously passed in AGM held on 12th Dec 2010. The documents are under review by legal advisor, and IRD will be notified shortly afterwards
4. HKSCCM annual scientific symposium had been held successfully. There were 75 registrants who finally attended the meeting, and most of them produced highly positive feedbacks. Significant surplus is likely, which will lie between HKD 60,000 to 80,000. Formal debriefing will be announced later.
5. The content hit rate of HKSCCM web had exceeded 2000 per day. Council passed the motion to request all editors to actively contribute to website content. Individual editor who had not contributed in past six month will be notified by Editor-in-Chief for further follow-up.
6. Several HKSCCM position statements are still in process of drafting
7. The current term of membership lasts from 1st Jan 2011 to 31st Dec 2012. There were 39 doctors and 3 nurses having renewed their membership during the ASM, and 5 doctors and 9 nurses newly joining the society. Secretary will issue announcement for renewal to all members
8. Three courses were added to the pre-approved list of activities to be sponsored by CCMF subsidy. The list will be regularly reviewed in each council meeting.
9. Projects will be developed in coming year to promote public awareness of critical care medicine. Possible activities may include health exhibition
10. HKSCCM had participated in anti-tobacco campaign organized by HKSAR gov’t.

1. AGM and follow-up issues
 The minutes of AGM on 12th December 2010 are undergone reviewed by the Legal Advisor. The revised M&A is officially effective once the special resolution has been passed.
 The revised M&A will be submitted to Company Registry by Legal Advisor, and the IRD will receive notification as well.
 The final decision on exemption of HKSCCM from tax duty may still take some more time to be confirmed

2. HKSCCM websites
 Daily content hit rate ~ 2,000 per day
 A list of editors who did not contribute or log-on for last six months is generated. They will be reminded of the matter and be offered the option to nominate another colleague from the respective unit to take up their posts.

3. ASM 2010 of HKSCCM
 ASM had been hosted on 12th December 2010
 89 people had registered, in which 75 attended
 23 evaluation forms were received, and the feedbacks are generally positive
 Some colleagues had expressed the wish to add topics like post-resuscitation care/ end-of-life care in next ASM. Some had requested to include abstracts of lectures in program book.
 Estimated surplus will be HKD 60,000 to 70,000. Some incomes had not been received from sponsors yet.

4. HKSCCM position statements
 Deadline for finalizing the draft of position statements of following topics had actually passed, reply pending:
 Dr KY Lai (Transfusion in major trauma)
 Dr F Yap (Cardiopulmonary resuscitation)
(Post-meeting notes: Dr Yap declined the offer)
 Dr A Chiu/ Prof ST Fan (Liver support)
 Dr A Leung (Therapeutic hypothermia)

5. Book publication
 Planned to have first draft in May 2011

6. Projects to promote public awareness of CCM
 Preliminary ideas as nurse-initiated project
 Chairman will approach some retired senior ICU nurses for feasibility to lead the project

V. Report on member recruitment/ renewal
 During ASM, 39 doctors and 13 nurses had renewed their membership, and 5 doctors and 19 nursed had newly joined HKSCCM. There are 3 ICU nurses who had sent application from to treasurer.
 Secretary will issue formal receipt.
 Reminded letter will be issued by secretary to those who had not submitted renewal.

VI. Pre-approved list of activities to be sponsored by CCMF subsidy
 Three academic programs are added to the list:
(1) BASIC course: PWH
(2) Mechanical ventilation (Beyond BASIC): PWH
(3) Asian Intensive Care

VII. To organize seminars in HA hospitals on brainstem certification
 Since the release of HKSCCM position statement on brain death certification, questions had been received from frontline healthcare workers
 The seminars will be in format of FAQ (frequently asked questions) and structured review by working group

1. The HKSAR government had launched anti-tobacco campaign, and HKSCCM had shown full support as a professional society.
2. The attendance rate of some council members had drawn concern. Individuals will be approached by chairman.
